Below is an overview of the City's winter operations procedures.
In the event of a snowstorm, the City's top priority is to keep streets clear of snow and ice. This may require several trips along the same route. As City snowplows are clearing the streets by moving snow to the sides, it is likely some of that snow will extend across the fronts of driveways. In order to reduce the amount of cleared snow from accumulating across your driveway, it will be helpful for you to clear an open area along the shoulder at the oncoming side of the entrance (see illustration above). Plow blades will then push snow into the area just before they reach your driveway. This will result in a much smaller amount of snow being plowed in front of the driveway.
Please do not plow or shovel snow from driveways or sidewalks onto, or across, public streets. Snow removed from private property onto public streets can cause icing conditions on streets that have already been salted and plowed.
NO PARKING REMINDER: Please remember that when there has been a snow accumulation of at least two (2) inches, or ice or freezing rain within the City of Olivette, there shall be NO PARKING on any part of any street within the City until the snow, ice or freezing rain has been cleared to such a point as to permit the movement on the street of emergency vehicles, including police cars, fire trucks, and ambulances. Snow and Ice Removal Responsibilities
During winter weather events the top priority is to keep streets clear of snow and ice. The City depends on its citizens to be helpful, responsible, and aware of the need to remove all snow and ice from the public sidewalks as well. All snow and ice should be removed from the entire constructed width of the sidewalk. This enables people of all ages and physical conditions to have access to clean pedestrian walkways. An important element in providing safe pedestrian passage during snow events is in the hands of Olivette residents.
Section 515.070 of the Municipal Code states: “It shall be the duty of the owner and occupant of the property on which a sidewalk is located, or which is adjacent to a sidewalk, to maintain such sidewalk clear and free of dirt, debris, snow, and ice. Snow and ice shall be removed within twenty-four (24) hours following a snowfall.”
Failure to comply with the requirements set in this ordinance could result in a fine up to $100.
Winter Operations: Mailbox Damage Policy
In order to provide a fair and uniform resolution to incidents involving mailboxes damaged during the snow removal process, the City of Olivette adheres to the following policy concerning mailbox repair or replacement. The Public Works Department is responsible for snow removal from road surfaces. Snow being pushed by the plow can significantly impact the mailbox and cause damage. There is nothing that can be done to prevent snow from being pushed from the plow blade. Mailboxes must be securely fastened to a sturdy post in the ground to resist the impact of thrown snow. The mailbox, post, and arm should be at least 6 inches from the face of the curb or edge of pavement in order to prevent direct contact by the snow. See figures a and b for USPS approved installation.
Damaged mailboxes must be reported to the Public Works Department at 314-993-0252 no more than 48 hours after the snow event. The City will replace the mailbox and/or post only when the City snowplow is found to have made direct contact with the mailbox, not when the box is knocked over by snow or slush that is pushed by the plow. If it is determined that a mailbox was struck directly by a City snowplow, the City will replace the existing mailbox and post with a mailbox assembly that best matches the existing installation with a maximum material cost of $275. Custom mailboxes and posts will be not be replaced in-kind.
No mailbox or post will be considered for replacement if the post shows structural decay, deficient installation or was placed too close into the pavement edge. Sprinkler systems within the City right of way are not permitted and will not be replaced, repaired or reimbursed by the City. The Director of Public Works or a designated representative is authorized to use reasonable discretion in resolving matters involving unusual circumstances.
